Update OC Policy for Inactive Operators

This proposal seeks to authorize the Operator Committee (OC) to remove Verified Operator status if an operator publicly announces that it has ceased operations, and/or has removed their operator entirely.

In such cases, the OC will also make a best-effort attempt to notify validators using the affected operator, in order to minimize disruption and encourage timely migration.
