Approve three Sleety-led DAO projects: Media, Docs, Compass

This is a vote to approve three DAO-level projects, all led by Sleety (@sl33ty), under AIP-006. A pass approves the projects and authorises their funding on the terms below; officially recording them is the downstream step, an amendment adding them to the AIP-007 projects list. Terms:

• Pay-on-delivery. Each project publishes a public accountability table every 4-week period. Compensation only releases against work that shipped, and any missed line pro-rates. No table, no payment.

• Funding-eligibility start: 6 July 2026. Work has already begun at the leader's risk ahead of this vote; if it fails, nothing is owed for that work. On a pass, the GBC funds from 6 July.

• Term: 28 weeks / 7 four-week pay periods, funding expiring ~18 January 2027. Combined cap $8,760 per period, $61,320 maximum across the term, released period-by-period only against delivery.

• Midpoint checkpoint at week 14 (~12 October 2026). Each project gets a public midpoint report and a 7-day community sentiment poll. Projects continue by default; if a poll closes net-negative (more "wind down" than "continue", meeting a fixed 2M $ARROW quorum) a binding Snapshot halt-vote for that project opens within 7 days, and if it passes that project's funding is capped at the week-14 mark.

• Standard AIP-006 governance: one shared project multisig with a GBC (AIP-002) seat and per-project accounting, monthly narrative updates, and sentiment polls throughout.

Why one vote for three projects: they share one lead, one cadence and one pay-on-delivery model, so they are proposed and governed as a set. They remain independent AIP-007 entries, and the week-14 midpoint checkpoint gives a per-project off-ramp, so bundling the vote does not lock any single project in for the full term.
